Sigrid Oltmann was born in Bad Gottleuba (Erzgebirge) in 1942. She studied from 1961 to 1963 at the University of Design in Münster and from 1964 to 1966 at the Masterschool for Craft and Design in Berlin. She won many competitions about art in public spaces as a sculptor.

Sigrid Oltmann turned from sculptures to figurative paintings during the 1970s, where she visited South-America, Asia, and Africa. From 1972 to 1976 she was a member of the Cooperación Artista Latinamericana (CAL). In 1976 she could show her work with great success in the Museo Nacional de Bellas Artes in Santiago de Chile.

During the 1980s she worked as artist in the Emsland. She is one of the most important artists in this region of Germany. Sigrid Oltmann then moved to Hessen and showed her works in some solo exhibitions. In 2002 she won a culture price of the Main-Kinzig-Area. In 2005, a retrospective of her work was shown at the Castle Philippsruhe in Hanau.
